RFP-Pipeline Construction Services Request

The Republican River Water Conservation District (RRWCD) is seeking Request for Proposals (“RFP”) from professional constructions firms for services to include, but not necessarily limited to, Phase I preconstruction services encompass constructability reviews, value engineering, estimating, and scheduling activities and Phase II construction services, is the general contractor role, encompass further design review, procurement of subcontractors and vendors, self-performance of certain elements of the construction (where permitted and at the Owner’s discretion), and full construction and commissioning of an expansion to the Compact Compliance Pipeline owned and operated by the RRWCD.

The project scope consists of the following major components:

  • Construction of approximately 12 miles of pipeline with diameters ranging from 12” to 24”
  • Six new well sites with:
    • installation of pumps into existing wells,
    • installation of electrical equipment for the pumps,
    • construction of a pump house with simple HVAC,
    • pipework and valving to connect the pump to the pipeline,
    • hydropneumatics tanks
  • Modifications at the pipelines discharge structure to the large diameter pipe and valve
  • Construction of several miles of access roads to some of the new well sites

Proposals shall be submitted in writing and signed by a duly authorized representative of the engineering firm.  All proposals shall be submitted via email and marked “RRWCD COMPACT COMPLIANCE PIPELINE EXPANSION PROPOSAL” and with the name of submitter. Proposals must be submitted to: Dallas Welp, Bank of Colorado-Wray, 365 W 2nd Street, Wray, CO 80758, prior to the deadline of April 17, 2026 at 5:00 pm MST.  Late proposals will not be accepted.

The RRWCD reserves the right to waive any formality or any informality in the process of awarding this request.  The RRWCD reserves the right to accept any proposal, in whole or in part, and to reject any or all proposals if it is deemed in the best interest of the RRWCD.

The RRWCD further reserves the right to issue addenda to this request at any time, as a result of questions, changes in schedule, or other matters.  The RRWCD also reserves the right to cancel or reissue this request at any time.
